Bill to declare persona non grata
According to El Destape, a group of deputies from Unión por la Patria (UxP), led by Lucía Cámpora, Juan Grabois and Florencia Carignano, presented a resolution bill to declare Kristalina Georgieva, director of the International Monetary Fund (IMF), persona non grata. The initiative is backed by Vanesa Siley, Carlos Castagneto and Juan Marino, among others. Georgieva is scheduled to arrive in Argentina on Monday to meet with President Javier Milei and Economy Minister Luis Caputo, as well as visit the Vaca Muerta field in Neuquén.
Basis of the initiative
The bill argues that Argentina is the IMF’s largest debtor, with an exposure exceeding the sum of the next seven debtors. According to the legislators, the principal debt amounts to about 57 billion dollars, representing approximately 34-35% of the organization’s outstanding credit worldwide. The text states that this indebtedness «did not translate into improvements in infrastructure or scientific development, but was used to finance capital flight.» It also criticizes the Milei administration for deepening the cycle with a new extended facility of 20 billion dollars. The deputies describe the economic direction as an «economic model of planned misery» that led to a «dramatic worsening of living conditions,» evidenced by record drops in consumption of meat and milk and the loss of purchasing power of wages. They consider that the IMF’s demands include regressive reforms, privatizations and labor flexibilization.
Projected payments to the IMF according to primary source
The IMF primary source, updated as of June 30, 2026, details Argentina’s projected payments in Special Drawing Rights (SDR). Below is a value module with estimated annual totals:
Value module: Projected payments from Argentina to the IMF (in SDR)
- Document: IMF, projected payments table, updated as of June 30, 2026.
- Organization and date: International Monetary Fund, June 30, 2026.
- Unit: Special Drawing Rights (SDR).
- Values used: Annual payment totals (include charges, surcharges and repayments).
- Operation: Sum of amounts detailed for each year.
- Denominator: No conversion to dollars is applied because the source does not provide SDR/USD exchange rate; the original unit is retained.
| Year | Total in SDR |
|---|---|
| 2026 | 2,082,529,842 |
| 2027 | 5,650,460,371 |
| 2028 | 7,004,829,747 |
| 2029 | 7,792,755,072 |
| 2030 (partial) | 3,521,395,056 |
These amounts are projected and may vary according to future agreements. The total principal debt mentioned by the deputies ($57 billion) is not directly comparable with this table, as the IMF source shows payments in SDR and does not include the total principal balance. The deputies’ figure comes from their own analysis and is not supported by the IMF primary source in this material.
Implications of the visit and the bill
Georgieva’s visit and the bill to declare her persona non grata have concrete implications:
- Immediate effects: Georgieva’s agenda includes meetings with Milei and Caputo, which could accelerate negotiations on the current program. The UxP bill seeks to generate political pressure and media visibility during the visit.
- Conditional effects: If the bill advances in the Chamber of Deputies (depending on quorum and support), it could strain the relationship between the Government and the IMF, although it has no binding effect on negotiations. The projected payments for 2026-2030 imply a significant fiscal commitment that conditions future economic policies.
- Uncertain effects: It is unclear whether the declaration of persona non grata will affect the visit or negotiations. Nor is it known whether the IMF will modify the program’s conditions in response to political pressure. The evolution of debt and interest rates (surcharges) depends on future agreements not specified in the sources.
What to follow
It is relevant to monitor the processing of the bill in the Chamber of Deputies and the position of the ruling party. It is also advisable to follow the results of Georgieva’s meetings with Milei and Caputo, and any announcements about modifications to the IMF program. The evolution of projected payments and the possible renegotiation of terms or amounts will be key to fiscal sustainability.
