In recent hours, an investigation revealed one of the most serious corruption cases in recent times, which was overshadowed by the Adorni case and the 2026 FIFA World Cup. Javier Milei’s government conducted strictly secret negotiations with Corporación América, the holding company of Eduardo Eurnekian, to extend the concession of the country’s main air terminals until 2056, with a possible extension until 2066.
In exchange, the State would cede the 15% of shares it still holds in Aeropuertos Argentina, and the firm’s infrastructure plans would enter the RIGI, with all its fiscal, customs, and exchange benefits. The meetings began in early 2024, in secret, bypassing Congress. On September 26, the private company’s CEO, Daniel Ketchibachian, and the then president of ORSNA, Facundo Leal, signed a preliminary agreement.
Milei’s decree was to be issued taking advantage of the distraction of the World Cup, but everything came to a halt when federal forces raided Leal’s properties and arrested him for possession of drugs for sale and cash. The operation stemmed from a parallel investigation into the theft of ARSAT equipment, a company Leal had previously chaired. During the raids, authorities seized more than 2.4 million dollars, euros, Tanzanian shillings, intelligence devices, and a shipment of cocaine, ketamine, and ecstasy.
This opened a case for illicit enrichment and money laundering, which intersects with a complaint by deputy Marcela Pagano about a kickback scheme in airport public works. According to the complaint, ORSNA authorities used the Airport Strengthening Trust Fund to withhold or expedite work certifications and release million-dollar payments to contractors at their discretion.
Leal’s arrest forced the government to void the original preliminary agreement to avoid the political impact of a decree signed by an official arrested for drug trafficking. But the teams reopened negotiations using the same draft. The new talks were placed in the hands of Pilar Ruiz, a close confidante of Santiago Caputo, who works with Federico Furiase and Juan Pazo. Pazo resigned from his public position and assumed the role of director of Aeropuertos Argentina representing Eurnekian’s private capital.
In Congress, deputies Esteban Paulón and Mónica Frade requested reports for the Chief of Cabinet to send records of the secret meetings. The government justifies the extension due to pandemic losses, but legislators dispute that argument. The process is advancing against the clock, awaiting opinions from SIGEN and the Treasury Attorney General’s Office so that the Executive can sign once the Leal scandal blows over.
