In an unexpected turn, Javier Milei’s government authorized this Monday a financial advance of up to $400 billion for the province of Córdoba. The measure, formalized through Decree 584/2026 published in the Official Gazette, aims to assist the Córdoba administration in what is described as «temporary financial difficulties.»
The advance, which must be repaid before the end of fiscal year 2026, was requested by the province itself, which reported temporary setbacks in meeting commitments arising from its budget execution and payment of financial obligations. The Ministry of Economy will be responsible for implementing the disbursement and determining the final amount, although the maximum limit is $400 billion.
However, the Secretariat of Finance will evaluate Córdoba’s repayment capacity before defining the final amount. To do so, it will consider the province’s share in the collection of co-participable national taxes, so the transferred sum could be lower than the authorized limit. The funds will accrue a fixed nominal annual rate of 15% from the time of disbursement until repayment.
The decree also authorizes the Secretariat of Finance to recover the advance by affecting the resources that Córdoba receives under the federal co-participation regime and other co-participable revenues without specific allocation. That is, if the province does not pay, the national government deducts directly from its co-participation.
The implementation of the measure will be under the responsibility of the Ministry of Economy, which may define the operational conditions of the disbursement, the cancellation modalities, and even enter into necessary agreements with the provincial government. In turn, the General Accounting Office of the Nation will record the operation as an advance of funds from the General Treasury of the Nation to formalize the corresponding administrative mechanism.
In the rationale for the decision, the Executive Branch recalled that during 2026, financial advances had already been authorized for other provinces facing similar situations. In that regard, it argued that the inclusion of Córdoba responds to a criterion of equity among jurisdictions that requested temporary economic assistance.
With this measure, the government seeks to provide financial relief to the province while ensuring the recovery of funds through the co-participation system and the repayment conditions established in the regulations. The lingering question is: is this a gesture of goodwill or a political maneuver to gain allies in an election year? The fact is that Córdoba, governed by Peronist Juan Schiaretti, will receive a lifeline from the Casa Rosada, something many consider contradictory to President Milei’s discourse of austerity and fiscal discipline.
