New York is shaken by an announcement that promises to change the rules of the game for small business owners. Mayor Zohran Mamdani launched the «OPEN for Small Business» program, a package of more than 50 regulatory reforms that seek, in his words, «to transform the government into a strategic partner.»

The plan, dubbed OPEN (Overhauling Procedures and Expanding Navigation), targets the jugular of the bureaucracy that suffocates some 180,000 small businesses across the five boroughs. According to the official statement, «obsolete» permits will be eliminated and fines that many owners considered abusive will be reduced. Mamdani was blunt: «Today we are not only announcing reforms; we are building the machinery to find and correct more, so that the small business owner is finally treated as someone for whom the government works.»

The measures range from simplifying procedures to open a storefront to eliminating penalties for minor infractions. Business owners are expected to save time and money, something that, according to surveys, was one of their biggest complaints. The initiative is the result of six months of consultations with more than 500 business owners, who denounced the inconsistency and administrative burden of city agencies.

Among the most notable reforms are the elimination of the requirement to renew certain permits annually, the reduction of fines for lack of signage or noise, and the creation of a single window for paperwork. Additionally, the government promised to strengthen customer service standards for all municipal inspectors, with annual evaluations based on satisfaction surveys. «We will reward excellence and punish bureaucracy,» the mayor warned.

But not everything is rosy. Critics point out that these measures, although well-intentioned, may not be enough to stem the wave of closures hitting the city. Inflation and rising rents remain a constant threat. However, Mamdani insists the change is real: «This is not a patch; it is a profound transformation of how the government treats entrepreneurs.»

The package also includes the elimination of the street vendor license fee for certain categories, simplification of requirements to open a food truck, and reduction of health inspection times. Business owners, for now, are cautious but hopeful. «It’s a step in the right direction, but we’ll have to see if it’s implemented,» commented a merchant from the Bronx.

Mamdani, who took office with the promise of revitalizing the local economy, is staking his political capital on this announcement. If the reforms achieve their goal, he could consolidate himself as a pro-business leader in a crisis context. But if they fail, criticism will not be long in coming. For now, the city watches closely as the mayor tries to demonstrate that the government can be an ally, not an obstacle.
