In a move that did not go unnoticed, President Javier Milei signed the decree creating a new undersecretariat within the Chief of Cabinet’s office and appointed a heavyweight official to lead it. He is Guillermo Nicanor Toranzos Torino, a man with a resume that includes experience in Mercosur, FAO, and the World Bank, among other international organizations.
The measure was made official this Wednesday through Decree 647/2026, published in the Official Gazette with the signatures of Milei himself and Chief of Cabinet Diego Santilli. The new Undersecretariat for Strategic Projects will report to the Deputy Chief of Cabinet, led by Ignacio Devitt, and its mission will be to coordinate and oversee strategic matters considered priorities for national development.
According to the official text, the creation of this area is part of the reorganization of the Executive branch that began after Manuel Adorni left the Chief of Cabinet office and Santilli took over. With the reorganization, the functions of the Interior area were also redefined: after Santilli left that ministry to become Chief of Cabinet, the government decided to dissolve that portfolio again and transfer its competencies to the Deputy Chief of Cabinet headed by Devitt.
In this context, the Undersecretariat for Strategic Projects emerged as a new agency aimed at coordinating cross-cutting state policies. According to Decree 581/2026, the body will have among its main responsibilities the study, monitoring, and evaluation of strategic projects, the development of guidelines for decision-making on priority programs, and the monitoring of initiatives considered key for national management. Additionally, it must analyze international scenarios and identify opportunities to strengthen Argentina’s position bilaterally, regionally, and globally.
Another focus of work will be advising the Deputy Chief of Cabinet on international integration and coordinating activities related to summits, official trips, and meetings with international organizations. Likewise, the undersecretariat will have the task of preparing diagnoses that serve as a basis for planning the government’s main public policies.
Toranzos Torino comes to the position with an extensive career in the public, academic, and private sectors. He holds a PhD and a degree in Administration from the University of Buenos Aires (UBA) and has experience in economics, agribusiness, and international negotiations. Throughout his career, he has been part of Mercosur working teams, served as executive director of the Common Fund for Commodities (UNCTAD), and worked as a consultant for organizations such as FAO, the World Bank, and BID-INTAL.
The appointment of Toranzos Torino is no coincidence: it responds to the government’s need for a technical profile with international contacts to carry out the strategic agenda that Milei promised during his campaign. However, the creation of a new undersecretariat amid a fierce fiscal adjustment has caused noise in some sectors of the opposition, which have already announced they will ask for explanations about the cost that this new structure will entail.
For now, the new undersecretary has already assumed his duties and is expected to announce the first guidelines of his management in the coming days. The challenge is enormous: coordinating strategic projects in a country where the urgency of day-to-day often devours any long-term plan.

Para mí esto huele a más de lo mismo: Milei crea una subsecretaría para enchufar a otro amigo del FMI y el Banco Mundial. Nos venden ajuste y después ponen a estos tiburones a manejar proyectos ‘estratégicos’. Son una vergüenza, siempre los mismos vende patrias. ¡No más entreguismo!
