Minister of Economy Luis Caputo has renewed his push for a new Fiscal Amnesty that eliminates income and asset caps, leaving the door open for officials, political leaders, and their relatives to join without restrictions. The measure, presented this Thursday in Congress, aims to capture mattress dollars but sparks scandal by allowing Caputo himself and other Cabinet members to regularize fortunes without penalties.
According to the bill, the limits of $1 billion in income and $10 billion in assets that applied in the original version, approved in late 2025, are removed. This means the minister, who declared assets of $11 billion in 2024, could benefit without issue. The opposition, led by Unión por la Patria and Provincias Unidas, has already announced proposals to exclude politically exposed persons.
The government, however, insists this is not an amnesty but a modification of the tax criminal law. «Savings can be formalized in the banking system without any penalty,» Caputo said during the presentation, accompanied by the Secretary of Legal and Technical Affairs, María Ibarzábal Murphy. They did not answer questions and delegated explanations to tax experts, one of whom confirmed that the bill does not set restrictions for officials because they are already covered by other regulations.
The first version of the Fiscal Amnesty already sparked controversy when the list of officials and leaders who joined the regime was leaked. Among them were then-Chief of Cabinet Manuel Adorni and his wife, Bettina Angeletti; Minister of Deregulation Federico Sturzenegger; ARCA head Andrés Vázquez; Ambassador to the European Union Fernando Iglesias; former Chief of Cabinet Guillermo Francos; former Deputy Chief Aimé Vázquez; former deputy investigated for money laundering José Luis Espert; libertarian senators Agustín Monteverde and Joaquín Benegas Lynch; BICE director and Ministry of Economy advisor Felipe Núñez; former ARCA head Juan Pazo; and official filmmaker Santiago Oría. Also appearing were communicators identified with the government, such as Eduardo Feinmann, Luis Gasulla, and Luis Novaresio.
Now, with the elimination of caps, Caputo himself could join that list. The minister has declared his dollars abroad since 2024, but it is unknown if he repatriated them. When a journalist asked him last year if he would give that vote of confidence, Caputo became furious. The opposition considers this new Fiscal Amnesty a covert permanent amnesty, allowing funds of undeclared origin to be incorporated into the system without any penalty. Meanwhile, the government insists it is necessary to capture mattress dollars, which according to official estimates are four times more than those deposited in banks.
The bill has already entered the Chamber of Deputies, and an intense debate is expected. Argentine society, once again, watches skeptically as those who legislate could benefit from a law they themselves promote.
